  1. General Provisions

This personal data processing policy is adopted in accordance with the requirements of the Federal Law of 27 July 2006 No. 152-FZ “On Personal Data” (hereinafter referred to as the Personal Data Law) and defines the procedures for processing personal data and the measures to ensure the security of personal data taken by AO “Kazan Plant START” (hereinafter referred to as the Operator).
  3. 1.1. The Operator considers complying with the rights and freedoms of individuals, including privacy, personal and family confidentiality, to be a primary goal and essential condition in the processing of their personal data.
  4. 1.2. This Policy applies to all information that the Operator may obtain about visitors of the website https://aostart.ru.
  5. Key Concepts Used in the Policy
  6. 2.1. Automated processing of personal data — processing personal data using computer technology.
  7. 2.2. Blocking of personal data — temporary suspension of personal data processing (except when processing is required to clarify personal data).
  8. 2.3. Website — the combination of graphic and informational materials, as well as programs and databases, ensuring their availability on the internet at the address https://aostart.ru.
  9. 2.4. Personal Data Information System — the set of personal data contained in databases and the information technology and technical resources ensuring their processing.
  10. 2.5. Depersonalization of personal data — actions as a result of which it is impossible without additional information to determine the owner of the personal data.
  11. 2.6. Processing of personal data — any action (operation) or set of actions performed with or without automation involving personal data including collection, registration, organization, accumulation, storage, modification (updating, changing), extraction, use, transfer (disclosure, provision, access), anonymization, blocking, deletion, destruction of personal data.
  12. 2.7. Operator — a government body, municipal authority, legal entity or individual, which alone or together with others organizes and/or carries out personal data processing and determines the purposes of processing, personal data categories, and operations performed with personal data.
  13. 2.8. Personal data — any information directly or indirectly relating to a specific or identifiable user of the site https://aostart.ru.
  14. 2.9. Personal data permitted by the subject for disclosure — personal data to which the subject has given consent for access by an unlimited number of persons or made publicly available in accordance with the Personal Data Law.
  15. 2.10. User — any visitor of the site https://aostart.ru.
  16. 2.11. Provision of personal data — actions aimed at disclosing personal data to a specific person or group of persons.
  17. 2.12. Disclosure of personal data — actions aimed at disseminating personal data to an unspecified group of persons or making them accessible, including publication on the Internet or other methods.
  18. 2.13. Cross-border transfer of personal data — transmission of personal data to a foreign state, foreign government body, or foreign individual or legal entity.
  19. 2.14. Destruction of personal data — any actions that result in irreversible destruction of personal data with no possibility of restoration or destruction of the material carrier.
  20. Main Rights and Obligations of the Operator
  21. 3.1. The Operator has the right to:
  • receive from the personal data subject accurate information and/or documents containing personal data;
  • in the event of withdrawal of consent by the personal data subject, or a request to cease processing, continue processing personal data without consent if there are legal grounds under the Personal Data Law;
  • determine independently the necessary and sufficient measures for ensuring compliance with obligations under the Personal Data Law and related legal acts, unless otherwise specified by law.
3.2. The Operator must:
  • provide the personal data subject, upon request, with information concerning the processing of their personal data;
  • organize processing of personal data in compliance with Russian Federation legislation;
  • respond to inquiries and requests of personal data subjects and their legal representatives in accordance with the law;
  • upon request of the authorized body for protection of personal data rights, provide information within 10 days from receipt of such request;
  • publish or otherwise ensure unrestricted access to this Policy;
  • implement legal, organizational and technical measures to protect personal data from unauthorized or accidental access, destruction, modification, blocking, copying, provision, dissemination, and other unlawful acts;
  • cease disclosure or access to personal data, cease processing and destroy personal data as provided by law;
  • fulfill other obligations established by the law on personal data.
  1. Main Rights and Obligations of Personal Data Subjects
  2. 4.1. Personal data subjects have the right to:
  • obtain information about processing of their personal data except in cases specified by federal law; information must be provided in accessible form and must not contain personal data of others unless legally required;
  • demand clarification, blocking or deletion of their personal data if data is incomplete, outdated, inaccurate, unlawfully obtained or no longer necessary; and take legal measures to protect their rights;
  • make prerequisite consent for marketing or promotion of goods, works or services;
  • withdraw consent to personal data processing, or demand termination of processing;
  • appeal unlawful or inactivity of the Operator to the authorized body or in court;
  • exercise other rights provided by law.
4.2. Personal data subjects are required to:
  • provide accurate data about themselves;
  • notify the Operator of updates or changes to their personal data.
4.3. Persons who provide inaccurate data or data about another subject without consent are responsible under Russian law.
  1. Principles of Processing Personal Data
  2. 5.1. Processing is lawful and fair.
  3. 5.2. Processing is limited to specific, predetermined, and lawful purposes. Processing personal data incompatible with the purposes of its collection is not permitted.
  4. 5.3. Databases containing personal data processed for incompatible purposes must not be merged.
  5. 5.4. Only personal data relevant and necessary for the stated processing purposes are processed.
  6. 5.5. The content and volume of processed personal data must match the declared processing goals and not be excessive.
  7. 5.6. Accuracy, sufficiency and, when necessary, timeliness of personal data are ensured. The Operator takes necessary measures or ensures that incomplete or inaccurate data are updated or corrected.
  8. 5.7. Personal data is stored in a form making possible identification of the data subject for no longer than required by processing purposes, unless a different period is established by federal law, contract, or other agreements where the data subject is a party or beneficiary.
  9. Processed personal data is destroyed or anonymized once processing purposes are achieved or the need ends, unless otherwise provided by law.

• information about education, profession, specialty and qualifications, education documents;

• sending informational emails to the email address.
  1. Procedure for Collecting, Storing, Transmitting and Other Types of Processing of Personal Data
  2. The security of personal data processed by the Operator is ensured by implementing legal, organizational, and technical measures necessary to fully comply with current legislation on personal data protection.
  3. 8.1. The Operator ensures the safety of personal data and takes all possible measures to prevent access by unauthorized persons.
  4. 8.2. The User’s personal data will never, under any circumstances, be transferred to third parties, except as required by law or where the data subject has given consent for data transfer to a third party under a civil-law contract.
  5. 8.3. If inaccuracies in personal data are discovered, the User can update them by sending a notification to the Operator’s email: e-startkazan@yandex.ru with subject “Update of Personal Data”.
  6. 8.4. The period of personal data processing is determined by achieving the purposes for which the personal data was collected, unless another term is stipulated by contract or law. The User may at any time withdraw consent to personal data processing by sending a notification to the Operator’s email: e-startkazan@yandex.ru with subject “Withdrawal of Consent to Personal Data Processing”.
  7. 8.5. All information collected by third-party services, including payment systems, communications, and other service providers, is stored and processed by those parties in accordance with their User Agreements and Privacy Policies. The personal data subject should familiarize themselves with those documents. The Operator bears no responsibility for actions of third parties.
  8. 8.6. Restrictions placed by the personal data subject on transfer (other than granting access), or on various processing conditions of personal data allowed for distribution do not apply when processing is carried out in the public interest under Russian law.
  9. 8.7. The Operator ensures confidentiality of personal data in processing.
  10. 8.8. Personal data is stored in form enabling identification of the subject for no longer than required for the processing purposes unless a different term is set by law or contract.
  11. 8.9. Processing should cease when any of the following occurs: achievement of the processing purposes; expiry of consent; withdrawal of consent; subject’s request to stop processing; detection of unlawful processing.
  12. List of Actions Performed by the Operator with Collected Personal Data
  13. 9.1. The Operator collects, records, systematizes, accumulates, stores, clarifies (updates, modifies), retrieves, uses, transfers (discloses, gives access), anonymizes, blocks, deletes and destroys personal data.
  14. 9.2. The Operator conducts automated processing of personal data, involving obtaining and/or transmitting information through information-telecommunication networks or without them.
  15. Cross-Border Transfer of Personal Data
  16. 10.1. Before undertaking any cross-border transfer of personal data, the Operator must notify the authorized body for the protection of rights of personal data subjects of its intent to make such transfer (this notification is sent separately from the notification of intent to process personal data).
  17. 10.2. Before submitting such notification, the Operator must obtain from foreign state authorities, foreign individuals or legal entities to which the data is to be transferred, the relevant information.
  18. Confidentiality of Personal Data
  19. The Operator and other persons who have obtained access to personal data are required not to disclose to third parties or disseminate personal data without the subject’s consent, unless otherwise provided by federal law.
  20. Final Provisions
  21. 12.1. The User may receive any clarifications regarding concerns around processing of their personal data by contacting the Operator via email: e-startkazan@yandex.ru.
  22. 12.2. Any changes to the personal data processing policy by the Operator will be reflected in this document. The Policy remains in force indefinitely until replaced by a new version.
